California Energy Commission Proposes 2025 Building Standard Changes with Emphasis on Solar Pool Heating

In a recent announcement, the California Energy Commission (CEC) unveiled its proposed updates to the Building Energy Efficiency Standard, marking a significant step towards a greener future. Among the proposed changes, one key highlight stands out – a substantial push towards solar pool heating.

The proposed language, released on March 29 after over a year of deliberations, signals a progressive shift in favor of renewable energy solutions. While discussions on exemptions to the solar mandate were abundant, the proposed reductions remain minor, with a notable advancement in the realm of solar pool heating.

As the Building Standard undergoes its triennial update cycle, the CEC has voiced concerns regarding the efficacy of residential batteries, particularly in backup-only mode. However, the proposed changes aim to address these concerns while ensuring that solar initiatives remain economically viable.

Of particular interest is the stance on solar pool heating. The CEC is advocating for the phasing out of gas-fueled heaters in favor of environmentally friendly alternatives. Under the proposed regulations, any new pool heating installations, whether for new constructions or retrofits, must utilize either solar thermal or heat pump technology, with limited exceptions for commercial pools based on roof space availability.

Additionally, the proposed updates include considerations for multifamily and commercial properties. While maintaining solar and storage mandates, the CEC is rationalizing system sizing for multifamily units and small commercial properties, ensuring efficiency without unnecessary burdens.

These proposed changes are not set in stone and will undergo rigorous scrutiny through the rulemaking process, including public comments, workshops, and hearings. However, if adopted, these regulations will come into effect for building permits issued from January 2026 onwards.
